You don’t need a regular phone line to have internet at your place, there are still many options available for accessing internet, only DSL and dial up connections are tied up to a phone line

the options which are still open are

1) Cable Internet connection
2) Using the Mobile phone be it 3G broadband or 2G
3) WiMax if that is available in your area
4) Your neighbors Wifi
5) Satellite Internet if you have too much money to burn
