The Concept of GSM Modem usually creates confusion in the minds of readers, A GSM Modem is not a Part of the GSM infrastructure. It is required when we want to connect a SMS Gateway to a GSM network (i.e. when we want to send SMS messages from an internet host to mobile devices) The GSM Modem routes the messages from the SMS Gateway to the SMSC

GSM modem exposes an interface that allows gateways such as Kannel to send and receive messages over the modem interface. The mobile operator charges for this message sending and receiving as if it was performed directly on a mobile phone.

While there are specialized GSM modem devices, such as the Siemens MC35 Terminal, or various devices from Wavecom, many mobile phones also have inbuilt GSM modem capability. Capabilities vary by mobile phone, but different mobile phones have options to connect to a PC as a GSM modem using a serial or USB cable, or using Bluetooth or infrared technologies.
