Idle Mode in GSM
In GSM a Idle Mode for mobile phone is time during which no dedicated resources are consumed,the handset will listen to BCCH and the PCH channels on the currently selected cell. It will also monitor neighboring BCCH and select a new cell depending in the signal quality
of the other BCCHS.
The GSM cell reselection only occurs if the difference in the
reception level of the two BCCHs is more than a threshold value
